At a ceremony on the White House lawn on June 13, President Kennedy honored Fred L. Whipple with the President’s Award for Distinguished Federal Civilian Service. The Award, which is the highest honor the Government can bestow on one of its civilian employees, paid tribute to Dr. Whipple’s leadership as director of the National Aeronautics and Space Administration’s Optical Satellite Tracking Project. The project, established in 1958, comprises a worldwide network of visual observers, known as “Moonwatch teams”, together with a global chain of photographic stations.
