New York Times: The Nunn-Lugar Cooperative Threat Reduction Program was a multibillion dollar program credited with removing nuclear weapons from former Soviet states, deactivating more than 7600 Russian and American nuclear warheads, and eliminating stockpiles of nonconventional weapons. The Russian government issued a statement on 10 October that it would not be renewing the agreement. It appears that Russia’s main concern was that the program was primarily funded and administered by the US. Russian priorities are shifting to focus on countering the missile defense system the US is planning for Eastern Europe. However, Russian Foreign Ministry officials noted that because of the strengthening of the Russian economy, it is possible that alternative disarmament agreements could be reached.
The finding that the Saturnian moon may host layers of icy slush instead of a global ocean could change how planetary scientists think about other icy moons as well.
