German higher education initiative gets mixed reviews

Chronicle of Higher Education : Eight years ago, Germany announced a plan that has, since then, invested $2.3 billion to help its universities distinguish themselves nationally and internationally. In a recent report , however, the Social Science Research Center in Berlin concludes that the program has not achieved its goal of diversification and that few lasting changes have been made to the German higher education system. The report also finds that the funds have prompted a focus on research to the detriment of teaching and entrepreneurship. University presidents disagree, pointing out that public opinion of the university system has changed for the better and that the funding has allowed for unprecedented mergers between educational and research institutions.
